Pre-School — New for 2023-24

Windsor Unified School District’s California State Preschool Program (CSPP) is coming for the 2023-24 school year at both the Mattie Washburn (MWE) and Cali Calmécac (CCLA) campuses. California State Preschool Program (CSPP) is an age and developmentally appropriate program designed to facilitate the transition to TK or kindergarten for three (3) and four (4) old children in educational development, health services, social services, nutritional services, parent education and parent participation. There are two prongs that will make up the 2023-24 CSPP at WUSD:

  • Prong One: Students who would have attended a WUSD TK class but who do not meet the state’s current birthday eligibility for ADA dollars. By enrolling in the CSPP those students will attend TK as they would have normally, but now the district will receive funding for that student. Other than a small amount of additional paperwork at the start of the school year, the student and family experience will be identical to other TK students. These students would be the ones who’s 5th birthday is after April 2nd 2024, this is the current cut off for the 23-2024 school year. These students will be funded by the CSPP program until their 5th birthday, then be moved over to regular TK funding.  

  • Prong Two: Each campus (MWE and CCLA)  will have a single preschool class of 24 students who will turn four by Dec. 2, 2023. The program will be open and run from 7:30 a.m.  to 5: 30 p.m. and will include additional days outside of the regular WUSD calendar. Preference is given to low income families, English Learners or students with IEPs. Income-eligible families will have no charge for services, but there may be a sliding scale of fees for those who fall outside the income parameters.  


If your child falls under prong one, there is no eligibility requirement to attend TK, but we will ask that you fill out the necessary paperwork to ensure we receive funding from the state for your child. If your child falls under Prong Two, students will be accepted or waitlisted based on eligibility requirements as disclosed in the paperwork. 

Enrollment will open June 1, 2023 for the 2023-24 school year. Enrollment will be ongoing and will not have a close date, but there may be waiting lists for the CSPP preschool class. 

About TK classes with CSPP eligible students (Prong One):

  • Staff/student ratio of 8 to 1 for CSPP, 1 to 10 for TK

  • Student directed, play-based curriculum

  • DRDP assessment tool used for assessing student needs

  • All teachers fully credentialed, plus 24 units of early child development

About the preschool class (Prong Two):

  • Staff/Student Ratio of 8 to 1

  • Student directed, play-based curriculum

  • DRDP assessment tool used for assessing student needs

  • All preschool teachers required to have 24 units of early child development

  • Preschool students will transition to TK the following year and may use the CSPP preschool for before and after school care.
